OUR ROLE | Mana Whenua Technical Advisor
A nationally significant infrastructure programme exploring future connections across Te Waitematā, one of the most important transport, economic and cultural corridors in Aotearoa. The programme brought together Waka Kotahi, Auckland Transport, Auckland Council and Ngā Iwi Mana Whenua o Tāmaki Makaurau to investigate long-term multi-modal transport solutions that balance transport, environmental, cultural and community outcomes while supporting the future growth and resilience of Tāmaki Makaurau.
Our role
Done was engaged as a Mana Whenua Technical Advisor, supporting Ngā Iwi Mana Whenua o Tāmaki Makaurau throughout the optioneering and Indicative Business Case process. Working across 11 participating iwi, our role was to support effective and sustainable Mana Whenua participation within a highly complex programme environment.
This included maintaining continuity of engagement across multiple iwi partners, supporting collective decision-making processes, coordinating technical inputs, and helping navigate the interface between project teams and Mana Whenua representatives. The primary purpose was to strengthen Mana Whenua leadership by reducing process burdens, enabling iwi to focus on strategic direction, cultural outcomes and their responsibilities as kaitiaki.
By providing trusted support across the programme, Done helped ensure Mana Whenua perspectives remained central to decision-making, despite the scale, pace and complexity of the kaupapa. This contributed to a coherent and enduring Mana Whenua voice throughout the development of the Indicative Business Case, ensuring cultural values, aspirations and responsibilities as kaitiaki remained visible within programme decision-making.
Key outcomes
Enabled collective participation and decision-making across 11 Ngā Iwi Mana Whenua o Tāmaki Makaurau throughout the Indicative Business Case process.
Supported a Mana Whenua-led approach that recognised Te Waitematā as a living taonga with its own mauri, helping embed cultural and regenerative considerations within technical discussions.
Maintained continuity of engagement across a complex multi-partner programme, supporting meaningful and sustainable involvement by Mana Whenua representatives.
Supported the identification of a preferred option that was subsequently incorporated into the Indicative Business Case.
Supported the development of Te Mata Mauri o Te Waitematā, a Mana Whenua cultural health framework focused on assessing and uplifting the mauri of Te Waitematā.
